Head of Human Resources

Responsibilities

Our NGO, dedicated to supporting children with Special Educational Needs (SEN), is seeking a seasoned HR expert to lead our Human Resources department.

The Role

We are on the lookout for a compassionate and visionary leader to join us as the Head of Human Resources. This role demonstrates our commitment to effective people management and developing the potential and talent of our team members. His/Her expertise in human resources management will be instrumental in nurturing our mission, particularly our dedication to the development of children with special educational needs (SEN).

The Head of Human Resources will lead a committed team and provide strategic insights as part of the Senior Management Team. He/She will collaborate closely with the Service Team, internal departments and the Human Resources Committee to ensure a unified approach to Human Resources efforts.

The Head of Human Resources advises management on staffing, compensation, benefits, training, talent development, budget planning, and labour relations. The incumbent will ensure efficient HR and Administration operations at Heep Hong Society and play a crucial role in shaping the organization's future.

Strategy Leadership and Planning

  • Demonstrate Human Resources values, develop and implement HR strategies and initiatives aligned with the overall mission and objectives of the Society;

  • Oversee and ensure smooth operation of a wide range of HR functions including manpower planning, succession planning, recruitment, compensation and benefits, performance management, learning and development, and staff relations as well as office administration;

  • Collaborate with internal departments and service units to review, develop, and implement appropriate HR strategies that support the organization to fulfill its five-year strategic plan;

  • Offer expert guidance and support to Senior Management and the Board regarding comprehensive HR planning, strategic development, and implementation.

Employee Engagement and Well-being

  • Develop a culture that aligns with the Society's mission, values, and objectives, enhancing employee engagement and commitment;

  • Promote a positive and inclusive work environment, fostering employee engagement and well-being.

Policy and Compliance

  • Formulate and review HR policies and procedures to ensure best practices and compliance with legal standards;

  • Ensures adherence to labor laws and regulations, minimizing risks associated with employment practices;

  • Regularly review and update policies to reflect changes in legislation and industry standards;

  • Ensure all employees are trained on these policies and understand their roles in maintaining compliance.

Training and Development

  • Develop and implement training and development strategies for organization and talent growth;

  • Implement programs to foster professional development and ensure continuous learning opportunities within the Society.

HR Systems and Projects

  • Oversee the Human Resource Information System (HRIS) and other HR related information technology projects for HR service enhancement;

  • Collaborate with other departments to ensure seamless integration of HRIS with existing systems.

Central Procurement and Other Duties

  • Prepare documents and lead the discussion on HR agenda topics in the HR committee;

  • Manage central procurement of service and office administration materials efficiently.

Qualifications
  • Bachelor's Degree or above in Human Resources Management or a related discipline;
  • Possessing 8+ years of experience in human resources management at managerial level, with at least five of those years in a leadership capacity at sizable NGO or a major corporation. A fast learner and can seamlessly adapt to non-commercial entities and their unique environments;
  • Proven success in developing and implementing HR strategies and policies;

  • Solid experiences in implementation and enhancement of HRIS;

  • Extensive expertise and thorough understanding of HR practices, policies, and employment regulations;

  • Team-player with strong interpersonal and communication skills;

  • Demonstrated ability to lead, develop, coach, and inspire teams;

  • Ability to manage and lead organizational change effectively;

  • Strong analytical skills to interpret HR metrics and drive data-driven decisions;

  • High integrity and work ethics;

  • Passion for the NGO's mission and social impact;

  • Fluent in written and spoken English and Chinese.
